This is a typically cryptic satire by Dance. The tailor has been cast down by reading the religious tract on 'Regeneration' (i.e. spiritual rebirth). Or perhaps it has not given him the solace he had hoped. That is offered instead by his dog; that dependable, worldly pleasure, always guaranteed to lift one's spirits.
